Fred is the leader of the three "Ascarbis". In describing the world on the other side of the wall to his second-in-command, Robert, he admits he can cross over the wall and tries to convince Robert to follow him. Robert refuses, and is appointed interim leader by Fred, who then jumps the wall. Everyone assumes Fred will never return, but he does, although he didn't have the "right". Robert strangles him in order to preserve his image as leader in the eyes of the others.
